3411d54811 fix loading optimizer options from archive (#125215)
This PR makes libtorch behave the same as PyTorch when loading optimizer state from archive. With PyTorch, options of parameter groups are loaded from the archive, which is missing currently in libtorch.

98e5238ad8 [codemod][lowrisk] Remove unused exception parameter from caffe2/caffe2/image/image_input_op.h (#123056)
Summary:
`-Wunused-exception-parameter` has identified an unused exception parameter. This diff removes it.

This:
```
try {
    ...
} catch (exception& e) {
    // no use of e
}
```
should instead be written as
```
} catch (exception&) {
```

If the code compiles, this is safe to land.

be33d31ae2 add std::ostream& operator<< for BFloat16 in BFloat16.h (#121302)
This PR Move `operator<<` of `BFloat16` to `BFloat16.h`.

Previously, this function is in `TensorDataContainer.h`. If need `std::cout` a `BFloat16` variable when debugging, `TensorDataContainer.h` have to be included. This is inconvient and counterintuitive.

Other dtypes such as `Half`, define their `operator<<` in headers where they are defined such as `Half.h`. Therefore, I think it makes more sense to move `operator<<` of `BFloat16` to `BFloat16.h`

- `torch.xpu.manual_seed_all`

# Additional Context
The differences with CUDA:
The generator-related frontend python APIs are 1:1 mapping with CUDA.

# Design
Currently, it primarily offers stream-related APIs, including
 - `torch.xpu.StreamContext`
 - `torch.xpu.current_stream`
 - `torch.xpu.set_stream`
 - `torch.xpu.synchronize`
 - `torch._C._xpu_getCurrentRawStream`

# Additional Context
We will implement functions like `torch.xpu.Stream.wait_event`, `torch.xpu.Stream.wait_stream`, and `torch.xpu.Stream.record_event` in the next PR related with `Event`.

The differences with CUDA:
no default and external stream in XPU and lack of below APIs:
- `torch.cuda.ExternalStream`
- `torch.cuda.default_stream`
- `toch.cuda.is_current_stream_capturing`

af1338bfbf fix escape nested comments in C++ (#117882)
Fixes #115243, as it is tricky to deal with the nested comment in doxygen + sphinx. Change 6 below is adopted as the fix. All other changes do not work.

After adopting change 6, realize the original
`torch::optim::SGD sgd(0.9);` is not the correct call to the sgd constructor,
modified to the correct one
`torch::optim::SGD sgd(model->parameters(), 0.9);`

0f924cdee3 Fix functional::smooth_l1_loss signatures to not override beta (#109798)

4146be192e Eliminate c10::guts::to_string (#108480)
This PR replace c10::guts::to_string with std::to_string. The major part of changes is using void* as optimizer state key since string is used only for serialization and using pointers as hashing keys is more efficient than a string.
Some other guts functions in the affected source files are also replaced.

78810d78e8 Fix the coredump described by #106702 (#108002)
Fixes #106702 and add some tests

As shown by [maxUnpool1d](https://pytorch.org/docs/master/generated/torch.nn.MaxUnpool1d)(`MaxUnpool2d`, `MaxUnpool3d` also), `Input` and `Output` support `(N,C,*)` or `(C,*)`, but the c++ api currently supports the former, and the latter will cause a coredump.
