0314c4c101 [BE][Easy] use pathlib.Path instead of dirname / ".." / pardir (#129374)
Changes by apply order:

1. Replace all `".."` and `os.pardir` usage with `os.path.dirname(...)`.
2. Replace nested `os.path.dirname(os.path.dirname(...))` call with `str(Path(...).parent.parent)`.
3. Reorder `.absolute()` ~/ `.resolve()`~ and `.parent`: always resolve the path first.

    `.parent{...}.absolute()` -> `.absolute().parent{...}`

4. Replace chained `.parent x N` with `.parents[${N - 1}]`: the code is easier to read (see 5.)

    `.parent.parent.parent.parent` -> `.parents[3]`

5. ~Replace `.parents[${N - 1}]` with `.parents[${N} - 1]`: the code is easier to read and does not introduce any runtime overhead.~

    ~`.parents[3]` -> `.parents[4 - 1]`~

6. ~Replace `.parents[2 - 1]` with `.parent.parent`: because the code is shorter and easier to read.~

b0044e2e18 [Split Build] Support nightly release (#129011)
This PR adds the split build to our binaries workflow. Validation for the workflow is done using the PR above in conjunction with https://github.com/pytorch/builder/pull/1876.

a6ac6447b5 Re-enable py3.12 nightly wheel builds and add triton dependency for ROCm (#128525)
The llnl-hatchet developers have published the py3.12 binaries on [PyPI](https://pypi.org/project/llnl-hatchet/#files). In fact, looking [here](https://download.pytorch.org/whl/nightly/llnl-hatchet), it seems we already have the py3.12 wheels mirrored. This should allow us to re-enable py3.12 binaries for ROCm.

This PR reverts commit 9d849d4312cd1e62d97b9e9d58979ec78d36c95f.

It also adds the pytorch-triton-rocm dependency for torch wheels on ROCm since pytorch-triton-rocm py3.12 wheels are available now

de4f8b9946 [BE]: Update cudnn to 9.1.0.70 (#123475)
cuDNN has managed to upload cu11 and cu12 wheels for ~~9.0.0.312~~ 9.1.0.70, so trying this out...

9d849d4312 Disable py3.12 nightly wheel builds for ROCm (#127968)
Triton commit bump PR https://github.com/pytorch/pytorch/pull/125396 reverted due to missing llnl-hatchet dependency for triton. Workaround is to disable py3.12 binary build jobs for ROCm on PyTorch CI until llnl-hatchet publishes py3.12 wheels on [PyPI](https://pypi.org/project/llnl-hatchet/#files)

e2ac2dc13a Update NCCL submodule to v2.20.5 (#121635)
Updates NCCL submodule to 2.20.5 . Includes a lot of bugfixes for reductions and connections issues. Should also improve performance. We have been running 2.20.5 internally for a few weeks, the binary pip wheels have finally been published so we can update main.

794545c11f [BE]: Enable RUF015 codebase wide (#115507)
Constant time access of first value in collection. This is a constant time operation instead of converting the item to a list to get the first item which is linear. The rule is turned on which automatically autofixes and enforces this.

a6294d8b9f [RelEng] Enable Py312 conda builds (#114819)
Once [sympy-1.12](https://anaconda.org/anaconda/sympy/files?version=1.12) has been added it can be build across the board

Majority of the changes are in the builder repo:
* 6b8c73fecb tweaks numpy and openssl deps
* fc773dde97 <- tweak MLK requirements for Windows
* ca378c16f8 do not depend on Triton
* 3c7404d80c <- build without GLOO_SSL

And finally, to workaround chicken-and-egg problem from [smoke_test.bat:97](b92da8cd64/windows/internal/smoke_test.bat (L97))

386b9c2adc build small pip wheels for CUDA 11.8 (#114620)
As discussed, we would like to start building all wheels using the CUDA PyPI dependencies.
Adding the "small wheel" workflow for CUDA 11.8 as it's already used for 12.1U1.

7a697c4683 [RelEng] Tag docker images for release, pin unstable and disabled jobs, apply release only changes (#114355)
1. This tags docker images using docker pull/tag/push for current release
2. Sets RELEASE_VERSION_TAG var and regenerates the workflows using the new docker tag
3. Remove conda token setting and Binary tests release changes these are already automated

dd957138ec Pin Docker images to main (#112692)
This will help prevent a commit like 77901321d9 pushing to release branch from overwrite the Docker images used in main.  In addition, the `DEFAULT_TAG` can be easily updated to `2.1` for example when doing branch cut release.  This basically pins the Docker images like https://github.com/pytorch/pytorch/pull/111971

861ae39938 [aarch64] Add PT Docker build image for aarch64 (#106881)

348dfc1cf3 Update cuDNN to 8.9.2.26 (#104757)

Should fix `cuDNN version incompatibility: PyTorch was compiled  against (8, 9, 2) but found runtime version (8, 8, 1). PyTorch already comes bundled with cuDNN. ec85ab6157 Adding aarch64 wheel CI workflows (#104109)
Adding Workflows for building aarch64 Linux PyTorch PIP wheels

Updates:
* Created aarch64 template for generated workflows
* Updated generate_ci_workflows.py to include aarch64
* Generated the aarch64 wheel workflow
* added _binary-build-aarch64.yml for building aarch64 wheel
* added _binary-test-aarch64.yml for sanity check of aarch64 wheel
* Updated binary_linux_test.sh to use --extra-index-url for aarch64 till needed aarch64 dependencies are available at https://download.pytorch.org/whl/nightly/cpu

NOTES:
* The build and test workflows are using arm64v8/alpine and quay.io/pypa/manylinux2014_aarch64:latest docker images at this time.
* Conda generated workflow not included at this time and being worked on.

4c0dce50fd [BE] Apply ufmt to run_test and GitHub Python util scripts (#97588)
This has been bugging me for a while as I'm working on these Python scripts and they are not tracked by ufmt linter.  So I add these script into that linter.

This change should just work and not break anything as ufmt (black + usort) linter is very safe to use for standalone util scripts.

- Windows packages "MSVC v141 - VS 2017 C++ x64/86 build tools (v14.16)" is needed, which likely is still available as Visual Studio component

As well as make a pretty trivial tweak to build rules in cf4fa8900b

87b9ab4870 [CI] Add Py-3.11 wheels for all platforms (#93400)
As python-3.11 is now available on Conda for both MacOS and Windows

Disable dimtorch for Python-3.11 on Windows as its current implementation relies on internal symbols which are not exposed on Windows runtime (and to be frank, not sure why they are exposed on Linux/Mac), see https://github.com/pytorch/pytorch/issues/93854

As with the previous PR, most of the changes are not in PyTorch repo, but in builder, namely:

b179a097ea Add platform markers for linux x86_64 only extra_install_requires (#93066)
Like #89924 #91083

#85097 added new extra dependencies on nvidia-*. They are linux x86_64 (GPU) only packages, but were not marked as such, causing issues installing pytorch 1.13 via Poetry (and possibly other tools that follow PyPI's metadata API) on Linux aarch64 systems. This "fixes" the issue by adding the `and platform_machine == 'x86_64'` marker on these dependencies.
