Huy Do	3251171ae8	Make whl metadata public readable (#144164) ... After https://github.com/pytorch/pytorch/pull/143677/files#r1902138480 lands, the new nightly wheel metadata is not readable publicly causing pip install to fail, for example https://github.com/pytorch/pytorch/actions/runs/12603415308/job/35128414909.
